The Max Anything At All Levels Reference Guide (DCs, Skills, PRR, HP, etc.)

Does +4 Insightful DC item exist for Necromancy, Transmutation, and/or Illusion?
Do +8 Insightful stat items actually exist? I heard they do, but I have never seen one.
---Introduction---
This guide aims to provide the maximum at any level for any useful statistic. It aims to serve as a reference guide for anyone who wishes to max out anything at any level for any reason (most likely: high skull reaper runs. Those are fun to do at any level. Do them!)
This guide is a WIP and probably always will be. You can help by breaking down a useful stat or by double-checking my work or the work of anyone else. For people doing this I suggest you stick with pure classes as including the wide variety of multi-classes will make this very confusing very quickly. I would suggest breaking down everything that any class can use (an item, a past life, etc.) and then noting what class gets what. I also suggest you add a "checklist" for feats and items someone would need to achieve the given maximum. You can also include other information you think is relevant (e.g. temporary bursts. Do not include 20% crit damage from Wellspring of Power in a breakdown of Spell Crit chance, but do mention it.)
Feel free to use previous work. For example, in my Spell DCs for all caster classes, I broke down the bonuses that all stats get at each level. No need to figure that out again.
I do not include things like Tea, House D pots, Abishai Cookies, etc.
It is not totally comprehensive, I can't go scrounging around for the odd named item that gives a slightly higher bonus than a Cannith Crafted item at a certain level (but if you can tell me about one, I'll add it.)

Note the maximum for what you want. Note what you don't have. Decide if you want to obtain the items/feats/etc. required to get closer to the maximum.

Boosts:
For WIS/CHA casters, Exalted Angel's Ascendance ability gives an unlisted +2 to WIS and CHA, for +1 to DC's. Ascendance lasts two minutes and has a five minute cooldown, a respectable 40% uptime.
Arcane Insight gives +6 to DC's for 30 seconds. Three minute cooldown.
Magister can boost DC's by +5 for 20 seconds, but this only applies to INT casters. Five minute cooldown.
For Warlocks, the first core in Tainted Scholar gives +2 DC's for 20 seconds. One minute cooldown.
Debuffing a mob can be used as a proxy boost. Spells like Crushing Despair, Solid Fog, Waves of Exhaustion, etc. all have good applications.
Bards can potentially give you Spellsong Trance and Inspire Excellence, which gives +1 to all DCs each.
